Minutes of Meeting held at the Pilgrim Suite on 14th June 2001 at 7:15 p.m.

1. Apologies from Garry Humphreys, John Comley, David Abrahams, Aysin Yilmaz and Costas Georgeou. A warm welcome was extended to all newcomers who responded to our invitation to form a membership of this group. The local newspapers could not send their reporters to record this event.

 

2. Minutes of meeting held on 16th May and results of our survey were circulated to all attendees.

 

3. Thanks were conveyed to all who participated in compiling the Palmers Green CPZ survey in particular Michelle, John, Yannis, Anne, Diana, David, Derek and Pam. Additional thanks were conveyed to Costas Georgiou and June Rapacioli for their advice.

 

4. It was confirmed that findings of our survey were circulated to Mr S. Twigg MP, Mr D. Taylor (Leader of the Council), Mr J. Pryor (Director of Environmental Services), Mr M. Rye (Shadow Leader of the Council) and Mr I. Hastings (Head of Traffic & Parking Services). Past responses from Enfield Council were not read as circumstances changed during the previous 48 hours. Bambos Charalambos replied by e-mail confirming that only 3 roads will now be re-consulted - Devonshire Road, Devonshire Close and Old Park Road - by asking its residents if they want to keep or remove their existing restrictions, or to have another form of CPZ.

 

5. It was confirmed that our request for a formal Deputation to Full Council was granted. The meeting is scheduled for Wednesday 20th June at 7pm. It was agreed that only representatives should attend owing to the limited space available in the public gallery.

 

6. The Palmers Green Residents Association {P G R A} was formally launched and members attending this meeting agreed to be formally recognised as the representatives of their road. The posts of Chair, Deputy Chair and Secretary for P.G.R.A. were filled. The members have voted as follows:

The secretary shall maintain the list of representatives, take minutes and help prepare land distribute notices/publications etc.

 

These posts shall be subject to re-election on an annual basis.

 

It was further agreed that notices will be distributed to households (within roads currently represented) confirming the name of the representative(s) in their road. This notice shall contain an update of our CPZ campaign.

7. The aims and objectives of P.G.R.A. have been defined as follows: -
The Association shall act as a Council Watch. Its members to be the eyes and ears for their road to monitor any activity proposed by the Council which may have a detrimental effect on the local community. Although meetings will be scheduled on a three monthly basis, the membership shall convene as a matter of urgency to discuss and take action (if necessary) on matters raised by the Council that will have serious implications in our area.

 

8. Minutes, notices and publications will primarily be circulated via the newly established website {PALMERSGREENSHOPS.COM} although hard copies will be issued to members who do not have access to a computer/internet platform.

 

9. The next meeting was agreed to be 28th June 2001 7:15pm at the Pilgrims Suite.

 

10 The Devonshire Road Residents called a meeting with Cllr Charalambos and Mr Ian Hastings. The aim of this meeting was to assist residents of Devonshire Road and Devonshire Close in reaching a solution for them. David Abrahams (Chair of Fox Lane Association) and Seris Leonidas were invited to attend as observers.

 

In attendance there were approximately 30 residents who debated and subsequently voted to replace the 11-12 parking restriction with the CPZ scheme currently proposed by the Council.

 

11. On 20th June our delegation team (S. Leonidas, A. Yilmaz, Y. Sakatis, M. Didcott and J. Lake) presented our Deputation to Council stating our grounds opposing the proposed CPZ, recognising Devonshire Road's parking dilemma and presenting alternative solutions for the Council's consideration. Although our Deputation was politely received by the Mayor and her fellow Councillors (with the obvious exception of a few) no decision-making process took place.
