Shops CPZ Meeting with Enfield Council

Minutes of the meeting held on Tuesday, 24th April 2001 between the Businesses, Residents and The Highways Engineers representing the London Borough of Enfield.

 

The Green Lanes Business Association would like to thank Mr Ian Hastings and Mr Mario Lecortie for giving up their valuable time to discuss the implications and the views of local businesses and residents with the council's proposals of controlled parking zones in the Palmers Green Area.

 

A number of points were raised by local businesses as well as residents expressed their views which have been mentioned briefly.

 

1.) Mr Hastings was asked to comment why the council had taken this decision to bring in a controlled parking zone in the area. Mr Hasting comments were that since the successes in Arnos Grove, Barnet and other similar areas, the council decided to start a consultation processes with a view to introducing this scheme in the Palmers Green Area.

 

2.) A Total of 4,200 forms of comments were sent out to local residents from which 1500 were received back and Mr Hastings pointed out that 75% were in favour of a scheme to be put in place to control the ever increasing problem of parking in Palmers Green.


3.) From that point on Mr Hastings was bombarded with questions and comments from residents and business people some of whom have been living in the area for three generations and their absolute annoyance at this scheme even been proposed in the area.


4.) At that point one of the local residents representatives was quick to point out that after having a number of meetings with residents in the roads that were going to be affected the opinion of most residents was against the idea of a Controlled Parking Zone, however there were two roads in particular Devonshire Road, and Old Park Road where most residents expressed their view that the parking situation had got so bad that some kind of controlled parking measure should be brought into place.

 

5.) Apart from that most of the other residents and businesses expressed their objection to bring in any kind of controlled parking zone in the area as this would be detrimental to the businesses.

 

6.) A number of residents brought signed petitions from the residents in the affected roads and showed their clear objection to this scheme being introduced anywhere in the area.

 

7.) Palmers Green has been performing very well both commercially and residentially and to bring in any kind of Controlled Parking Zones would be detrimental and would not help businesses sustain this added burden.

 

8.) Mr Hastings was asked who was responsible to make the decision and whether it was possible to set up a meeting with that person or persons' in order to expresses the general consensus of the residents and local business owners that this scheme was not required in Palmers Green.

 

9.) Mr Hastings was requested to allow the inspection of the residents replies from the consultation So that we could find out how many residents were in favour and how many were not in favour.
